New Payroll Processing Calendars
With the upcoming new fiscal year almost here, FY05 payroll processing calendars are available on our website. These include the HRStar Calendar, which addresses all payroll issues, the Biweekly Processing Calendar for all of FY05, and the Monthly Processing Calendar for July 2004 to December 2004.

Workers’ Compensation Administrative
Procedures

This handout was distributed during the recent seminar with positive feedback
about the wealth of information to assist with processing claims and pay. We

FY05 Average Fringe Benefit Rates
FY05 preliminary average fringe benefit rates have been audited by DCAA and are in the process of being reviewed by the Office of Naval Research. DCAA auditors have asked that the rates be recalculated resulting in slight changes in many rates.
An updated listing of the preliminary rates is available on the Budget Office
website, http://vpaf.okstate.edu/BAM/PlanningAndBudget.html, then click on
FY2005 under the Fringe Benefit Rates heading.
The labor distribution input screens in HRS (UL1, UL2 and UL3) are effective for a single fiscal year. Therefore, departments can make changes to only one fiscal year at any given time. Since the last FY04 payroll (4R26, the last biweekly) will process on the night of July 7, 2004, the labor distribution screens will remain FY04 through that date. On July 8, the labor distribution input screens will be switched to FY05.
Benefits Eligibility Reminders
Questions have been asked about benefits eligibility. The following faculty titles are eligible for all benefits if hired in a continuous regular position of .75 FTE or greater: Acting, Instructor, Lecturer, Professor, Research Associate/Assistant, Teaching Associate/Assistant. Adjunct, Intern, Post Doctoral Fellow, Resident, and Visiting titles are all eligible for insurance and flexible benefits, but there are some restrictions on retirement.
Adjunct faculty (Job Code A, Class Code 6608) and Visiting faculty titles (Job
Code A, Class Code 6608) are not eligible for OSU-paid retirement benefits. They
may participate in OTRS if employed in another school system on a regular basis
and an OTRS member through the other system. In such a case, the faculty member
pays the OTRS contributions. If an A/P staff member has adjunct as a secondary
title, s/he remains eligible for OSU-paid retirement.
Interns, Post Doctoral Fellows, and Residents (Job Code A, Class Code 1979,
6589, and 1971) are not eligible for retirement benefits.

Benefits Eligibility Requirements
The following information may help hiring officials better understand OSU
benefits eligibility requirements. The wording could also be added to all
letters of offer.
Eligible OSU employees hired to begin work on or after July 1, 2004, will have
90 days from their hire date to make a one-time lifetime irrevocable election to
join Oklahoma Teachers' Retirement System (OTRS) or join the OSU Alternate
Retirement Plan. If no election is made, the new employee will be default
enrolled in OTRS.
If an employee elects to join the OSU Alternate Retirement Plan, OSU will
contribute 11.5% of pay to TIAA-CREF. The Alternate Plan will have a two year
vesting requirement; if an employee leaves before the end of two years, all
retirement contributions made by OSU will be returned to OSU.
Information will be provided during the benefits enrollment meetings to assist
with the decision concerning which retirement plan would be of most value, or is
best suited, to the individual based on individual circumstances.
Job Codes are single alpha characters that indicate the type of position and pay cycle for an employee. The job code is a required element within the Present Status and Proposed Status areas of the Employment Action form. The job code is determined when the position is established. The following are valid job codes at OSU.

D- Temporary Faculty (Appointments less than six months)
E – Monthly A/P Hi
G – Monthly A/P Lo
I – Classified Monthly
N- Temporary Monthly
O – Student Monthly

P – Classified at 1.0 OT Biweekly
Q – Classified at 1.5 OT Biweekly
U – Student/Temp 1.0 OT Biweekly
V – Temp 1.5 OT Biweekly
W – Student 1.5 OT Biweekly
