There being no objections the agenda was accepted by acclamation.
The minutes were approved as corrected. Motion was made by Reed and seconded by Stromberg.
Taskforce Reports
Retirement
reported by Bob Oehrtman—Representatives met with Alan Swarzkopf at OU about
OTR. They were unaware of either
the problems created by the capping or the inequality of the methods of
calculation of benefits between the comprehensive universities and the
non-comprehensive universities and common ed.
The
committee is looking into the cost of uncapping OSU and OU and establishing a
buy back plan for the capped years.
The
committee is on a short time frame to complete its charge by Jan. 2003.
Focus groups (i.e. campus review) should happen in mid October to order
to present to administration in January.
Fox,
Lehenbauer, and Matoy met with David Bosserman to discuss the present and future
retirement and benefits plans. Mention
was made of the fact that just in Stillwater people on the HealthChoice plan
have wildly diverse preminums because some employees’ plans are subsidized and
some are not. A letter was left
with Bosserman recommending the uncapping of sick leave.
David Peters suggested that the committee begin a list of recommendations sent to administration to track their responses.
The possibility of a RFP for medical coverage was discussed. Dalton stated that OSU would probably want to start with a RFI, unless a detailed set of guidelines was in place. A RFP would limit the options and structures of plans submitted.
Oerhtman stated that to develop a RFP you begin with what you have and rewrite it. We have available both American Fidelity and HealthChoice plans to work with. There will probably be a problem with utilization history from HealthChoice.
