VASA CONSTITUTION

Article I.
Name of the Organization:

The name of the organization shall be: "The Vietnamese American Student Association (VASA)"

Article II.
Purpose:

The purpose of this organization shall be:

  1. Create friendship and unity among its members in order to promote Vietnamese culture and folklore.
  2. Serve as a link between Vietnamese students as OSU and the University, as well as other student organizations.

Article III.
Officers:

  1. Section 1.
    The officers of this organization shall be: President, Vice President, Secretary, Treasurer, and Social Chairman.
  2. Section 2.
    The qualifications for officers in this organization shall be: At least 2.50 GPA for the office of President and 2.0 GPA for other offices.
  3. Section 3.
    Duties of the officers shall be:

    1. President
      1. He/She is the official representative for VASA.
      2. He/She will reside over all meetings of VASA.
      3. He/She will lead the other officers and coordinate the activities of the organization.

    2. Vice President

      1. He/She will assist the President in his/her activities.
      2. He/She will assume the President’s duties in his/her absence.

    3. Secretary

      1. He/She will report all activities of VASA to the Department of Student Activities.
      2. He/She will record all meeting proceedings.

    4. Treasurer

      1. He/She will be responsible for all financial records and matters of VASA.

    5. Social Chairman

      1. He/She will be involved in helping the Sports Coordinator(s), Entertainment Coordinator(s), and any developed committees in accomplishing their tasks.
      2. He/She is in charge of reporting proposed activities under his/her office to the President/Vice President before each VASA meeting.

  4. Section 4.
    The Secretary, Treasurer, and Social Chairman will contain the following sub-officers:
    1. Historian

      1. Under the Secretary, he/she will keep all VASA history records from previous years to present year.
    2. Fundraising Coordinator

      1. Under the Treasurer, he/she will be in charge of fundraising activities for VASA.
      2. He/She can appoint volunteers to gather necessities to aid such activities.
    3. Sports Coordinator(s

      1. Under the Social Chairman, he/she will report and be in charge of any sports activity in which VASA will participate.
      2. He/She can appoint volunteers to gather necessities to aid such activities.
    4. Entertainment Coordinators

      1. Under the Social Chairman, he/she will provide and report any activities in which VASA will propose.
      2. He/She can appoint volunteers to gather necessities to aid such activities.

  5. Section 5.
    Duties of members shall be:
    1. To support all VASA functions.
    2. To attend VASA meetings.
    3. To participate in VASA functions.
    4. To voice their opinions, ideas, or constructive criticism to the VASA organization.

  6. Section 6.
    The election for President, Vice President, Secretary, Treasurer, and Social Chairman of this organization will be held annually on the last month of the Spring semester. All other officer elections will be held the first month of the following Fall semester. The terms of all officers shall be two semesters. An elected member shall fill all vacancies.
  7. Section 7.
    All anticipated events for the upcoming year must be planned and completed by the beginning of every Fall semester.
  8. Section 8.
    The regular business meeting of the organization will be at the time and place agreed upon by the officers and ratified by the members. The regular business meeting will start with a report from the Secretary.
  9. Section 9.
    Faculty Advisor
    1. The advisor is responsible for:
    2. Attending the group meetings.
    3. Assisting in program and project development.
    4. Serving as a resource to the organization regarding University policy and regulations.
    5. Advising the organization regarding financial and any other matters pertinent to the organization’s success.

Article IV.
Quorum:

A quorum for this organization shall be two-thirds of total membership in attendance when more than 10 people are present.

Article V.
Membership:

Open to all students at OSU (who are willing to coordinate and help VASA to grow), their spouses and dependents. The membership fee shall be five dollars for a semester and eight dollars for two semesters.

Article VI.
By-Laws:

A by-law may be passed at any regular business meeting of the organization by a two-thirds vote of those in attendance provided a quorum is present.

Article VII.
Reports to the Students Activities Committee:

  1. Section 1.
    At the beginning of the Fall semester, VASA shall report the name of its officers and advisors to the Department of Student Activities, Room 060 Student Union, and shall promptly report any changes that occur during the year.
  2. Section 2.
    At the beginning of the Fall semester, VASA will file with the Department of Student Activities a signed "Affirmation of Compliance."
  3. Section 3.
    The funds of VASA will be deposited with the University banking services and these will be audited yearly, preferably at the time a new Treasurer is installed.
  4. Section 4.
    In the Spring of each year, VASA shall submit to the Department of Student Activities a "Year-End Report," which details the programs and activities which were sponsored during the previous year.
  5. Section 5.
    It is understood that failure to submit such material, either through continued negligence or willful omission, may result in the suspension of the charter of this organization by the Charter Review Committee.

Article VIII.
Amendments:

An amendment may be proposed by any member of the executive committee. The executive committee will decide if the Constitution shall be amended. Such proposal will be passed by a two-thirds majority vote.
