The English name of the organization
HONG KONG STUDENTS' ASSOCIATION,
OKLAHOMA STATE UNIVERSITY (HKSA, OSU).
The Chinese name of the organization
ARTICLE II. OBJECTIVES
ARTICLE III. MEMBERSHIP
1. To help new students from Hong Kong
to adapt to the way of life in the United States of America.
2. To provide an opportunity for students
from different countries to learn more about Hong Kong.
ARTICLE IV. ANNUAL GENERAL MEETING (AGM)
All OSU students, staff and faculties are eligible to apply as voting members.

(EXCO) members will automatically become the honorary members of HKSA,
with the privilege of half membership payment and voting power.
Fee - Membership fee shall be $8.00 per
membership year. The membership fee paid in September and thereafter shall
extend to the next membership year. Membership fee for members coming by
Spring Semester shall be $4.00.

be last from September in Fall Semester to May in Spring Semester.
ARTICLE V. EXECUTIVE COMMITTEE (EXCO)
1. Annual General Meeting (AGM) shall
have the ultimate authority regarding all issues of HKSA. The decisions
of the EXCO can be revoked by a simple majority in the AGM.
2. AGM can only be held with the attendance
of at least 50% of the total voting members.
3. At least two AGMs shall be held,
one in September Fall Semester and the other in April Spring Semester.
4. Under special or emergent conditions,
president of HKSA can call for special AGMs if necessary during that academic
year in OSU.
5. An agenda of the AGM shall be sent
to each member a week prior to the meeting. In the AGM, the EXCO shall
present the annual report and the financial statement and a list of the
current assets. If the schedule AGM fails to handle the business concerning
the Annual report and/or Financial Statement, the Annual Report and the
Financial Statement shall be sent to each member within a week after the
activities of HKSA shall be organized and coordinated by the EXCO.
1. Responsibilities of the EXCO
The EXCO shall consist of seven officers. The titles and duties are as
a. Organizing activities to fulfill
b. Setting semester-based agenda and
c. Making decisions on matters vital
to HKSA's operation.
d. Representing HKSA in coordinating
activities with other organizations.
-- leads the EXCO to fulfill all its responsibilities; represents HKSA
in dealing with outside parties, especially the University administrative;
announces, schedules and conducts meetings and AGMs.
Vice-President -- leads the EXCO to fulfill
all its responsibilities; assists the president to deal with internal affairs
of HKSA; coordinates the officers to hold functions; facilitates internal
communication among members; announces, schedules and conducts meetings
and AGMs if president is absent.
Vice-President -- leads the EXCO to fulfill
all its responsibilities; assists the president to deal with external affairs
of HKSA; represents HKSA in dealing with outside parties, especially the
international and American students' organizations; announces, schedules
and conducts meetings and AGMs if president and internal vice-president
are both absent.
-- assumes all secretarial duties, including drafting and distributing
agendas for meetings and AGMs; keeps minutes and records; assists president
and vice-presidents in holding functions; forms sub-committee if necessary
with presidential approval, not necessary with EXCO officers in composition.
-- keeps records of HKSA's financial transactions; controls cash disbursements
and receipts; prepares HKSA's budget and annual financial statements; forms
sub-committee if necessary with presidential approval, not necessary with
EXCO officers in composition.
Secretary -- assumes all publication duties,
including newsletters publishing and promotion of functions; forms sub-committee
if necessary with presidential approval, not necessary with EXCO officers
-- assumes all coordinating duties, including
communication among members and notifying members when activities implemented
by HKSA; forms sub-committee if necessary with presidential approval, not
necessary with EXCO officers in composition.
Only HKSA voting members can become presidents and officers, with at least
an overall 2.0 grade point average.
4. Terms of office
All officers of HKSA have terms from May 1 in Spring to April 30 in the
next academic year.
ARTICLE VI. NOMINATION AND ELECTION OF THE

-All elections are to be carried out through ballot voting. All voting
members have equal voting rights for any election, unless otherwise restricted
by the Constitution.
Commissioner(s) - A number of no more than
two Election commissioner(s) is/are to be appointed, from the EXCO, at
least two weeks before an election. Election commissioner(s) hence appointed
is/are the sole personnel(s) responsible for the election process. Election
commissioner(s) must announce the schedule and any supplementary regulations
for the election at least one week before the election day. Any member
accepting the appointment as an election commissioners loses the right
to run as a candidate for the election.
- 50% of the member entitled to take part in an election form the quorum.
Any election not meeting the quorum is invalid.
- All members of the association are entitled
to nominate candidates for an election. There is no restriction on the
number of nominations. For EXCO election, nominations are accepted for
individual candidates. When the members of HKSA are more than 50, cabinet
can be considered in nomination and election. Not less than five candidates
of specified posts including the President is considered a cabinet.
VII. INTERPRETATION AND AMENDMENT
Election - All the EXCO officers are to be
elected by simple majority vote individually, or in cabinet(s) if there

2. The Constitution shall be amended
by a two-thirds vote in AGMs.
3. If the EXCO decides to amend the
Constitution, an Amendment Committee shall be established. The final amendment
proposal shall be submitted to the AGM for approval. Members can amend
the proposal during the AGM.
4. An interest group consisting of
20% of the members may co-sign a letter to the EXCO requesting the establishment
of an Amendment Committee to investigate their issue. The letter shall
be responded to within two weeks.
