Cowboy Covenant Program

By using a combination of federal, state, OSU, and private scholarships, OSU’s Cowboy Covenant program will ensure you don’t have to borrow to pay for tuition, most mandatory fees, or required textbooks.  The award is renewable for up to four years or 120 semester hours earned (whichever occurs first), of undergraduate study as long as you remain eligible to receive Oklahoma’s Promise (OHLAP).

Cowboy Covenant was created to fill gaps in funding if Oklahoma’s Promise (OHLAP) and other grants or scholarships are not sufficient to provide for tuition, most mandatory fees, and required textbooks during fall and spring semesters at OSU.  The amount of additional scholarship funds provided through Cowboy Covenant may vary each year depending on changes in costs to attend OSU and other federal, state, OSU or private grants and scholarships you receive.

Eligibility Requirements

  • Be fully admitted to OSU;
  • Be an Oklahoma's Promise (OHLAP) recipient;
  • File the Free Application for Federal Student Aid (FAFSA) each year;
  • Enroll as a full-time undergraduate student each semester (fall/spring);
  • Have eligible mandatory fees and book expenses not paid by other grant or scholarship programs.
    * Students admitted under the Alternative Admit provision are not considered to be fully admitted for purposes of Oklahoma’s Promise (OHLAP) or for Cowboy Covenant.

Award Examples

To help you see how Cowboy Covenant would benefit you, we have two different examples of costs and funding.  The student in Example 1 has no gap between the charges for tuition, eligible mandatory fees and required books, and the amount of scholarships and grants for the year—expenses included in Cowboy Covenant eligibility are covered by Oklahoma’s Promise and Pell Grant.

The student in Example 2 has the same costs as our first student, but different awards.  This student has a  $740 gap between the amount of scholarships and grants for the year; this gap will be covered by the Cowboy Covenant scholarship.

**2008-2009 fees not covered by Cowboy Covenant include the Student Union Renovation Fee and the Life Safety and Security Fee; together, these fees total $6.85 per credit hour.  The Academic Excellence Fee is charged at varying amounts; $9.75 is included when determining eligibility for Cowboy Covenant.  Fees designated as “College-Based Fees” are also not covered by Cowboy Covenant. 

What Fees are Included in Cowboy Covenant Eligibility?

Cowboy Covenant will cover the fees listed below; these fees are charged to every undergraduate student, regardless of grade level, academic major, or individual class schedule for the 2008-2009 academic year.

What Fees are NOT Included in Cowboy Covenant Eligibility?

2008-2009 fees not covered by Cowboy Covenant include the Student Union Renovation Fee and the Life Safety and Security Fee; together, these fees total $6.85 per credit hour.  The Academic Excellence Fee is charged at varying amounts; $9.75 is included when determining eligibility for Cowboy Covenant.  Fees designated as “College-Based Fees” are also not covered by Cowboy Covenant; the weighted average of College-Based Fees is $30.62 per credit hour.  A student who enrolls in 15 hours per semester will have approximately $460 in fees that are not covered by Cowboy Covenant that semester.

What Other Expenses Should I Plan for?

In addition to tuition, fees, and book costs, you should plan for room and board expenses and miscellaneous personal expenses for the year.
