Name: This organization is known as the Neural Networks Technical Committee (NNTC) of the Neural Networks Council (NNC) of the Institute of Electrical and Electronic Engineers (IEEE).

Purpose: The purpose of the NNTC is to promote the research, development, education, and understanding of neural networks technology, including the creation of biological neural network models and the application of artificial neural networks.

Membership: The NNTC is open to any members of the IEEE, as well as to other technical professionals as affiliates. There are three grades of members: active, non-active, and affiliate. Active members are those who regularly participate in NNTC activities and meetings and shall be eligible to vote on matters before the committee. Non-active members are those who have an interest in the NNTC activities but are unable to actively participate. Non-active members will automatically become active members when present at a NNTC meeting. Affiliates are non-IEEE members who have an interest in NNTC activities and meetings, but will not be eligible to vote on matters before the committee.

Officers: The NNTC Chair shall be appointed by the President of the IEEE/NNC based on the recommendations from the committee, for a one-year term and up to a maximum of three terms. Each November, the NNTC shall make recommendation to the President for appointment as NNTC Chair for the following year.

Funding: There is no membership fee for joining the NNTC. Funding for the committee shall be provided by the NNC in the annual budget request. Once approved by the NNC AdCom, funds will be available to support the NNTC activities. The Chair shall be responsible for the appropriate use of the approved funds.

Activities: The NNTC shall engage in various activities in order to promote the wider acceptance of neural networks as a viable technology, including but not limited to the following: select best-paper awards for papers published in the Transactions on Neural Networks, organize special sessions for NNC-sponsored conferences, participate in paper reviews and selection for NNC-sponsored conferences, nominate lecturers for the NNC distinguished speakers program, collaborate on production of tutorials, sponsor publication of books or CDRoms, and organize specialized focused workshops or meetings. The NNTC will actively work with the organizers of NNC-sponsored conferences to insure and maintain the technical excellence.

Meetings: Meetings will be called by the Chair one or two times a year usually before the NNC Adcom meetings, or as requested by the NNTC members. Sufficient advanced notice of the meetings will be given to the members, as well as all other interested parties. The Chair shall prepare an agenda before the meeting, and shall prepare minutes for distribution after the meeting.
