The Local Technical Assistance Program (LTAP) serves counties and municipalities in Oklahoma by providing training and technical assistance for road and bridge construction, repair, and maintenance and other transportation-related issues. The LTAP at OSU is one of a network of LTAP centers directed by the Federal Highway Administration (FHWA).

CLGT was designated and funded as a Transportation Technology Transfer Center in 1982 under the FHWA’s Rural Technical Assistance Program (RTAP). The Oklahoma center was one of four original RTAP centers created by the FHWA. Support for the LTAP at OSU comes from the FHWA, which channels Federal LTAP funds through the Oklahoma Department of Transportation (ODOT), the state of Oklahoma, and OSU.

The idea for this technology transfer program originated in Oklahoma and was modeled after the Cooperative Extension Program. In 1991, the program became the LTAP and expanded to include urban communities. The network of LTAP centers brings technology, transfer services, products, educational resources, and new innovations to the local level.

The center accomplishes the LTAP mission through a variety of services:
- Presenting workshops, seminars, and other training opportunities
- Conducting the County Roads Scholar Certification program
- Providing on-site technical assistance
- Maintaining a lending library for publications, videotapes, and other technology resource documents
- Providing information on new and existing technology
- Coordinating with faculty and staff at OSU to provide technical expertise and support
- Publishing a quarterly newsletter
- Maintaining a database of rural, local, and state trans-portation officials and other resources in Oklahoma and nation-wide
