Descriptions
Purchasing
Procedures (12 hours)
This two-day course covers in detail all of the procedures that are required
to be followed under Oklahoma's Purchasing Act. Each chapter of the Purchasing
Handbook is covered, regular updates on legislative changes are given
along the advice from the Auditor's staff, and the class is enhanced by
the use of numerous case studies derived from actual happenings in Oklahoma
counties.

and Interpreting Plans for Road and Bridge Construction (16 hours)
This course covers how to read and interpret plans used for county road
and bridge projects.

Real
Property Appraisal (15 hours)
This course along with Introduction to County Assessor's Office constitutes
the required initial accreditation curriculum required for selected personnel
in the Assessor's office. This course covers theory and techniques of
estimating value by both the cost and sales comparison approach. The material
includes a section discussing various land locational systems, parcel
identification, and a brief discussion on how to use various maps. It
also includes the five different methods of valuation and the use of different
types of tables. The cost approach is treated in depth including he estimation
of depreciation.

Road Maintenance (8 hours)
This course covers the fundamentals of maintaining typical county roads.
Drainage, soil properties grading methods, use of geo-synthetics and chip
sealing are all discussed.

Statute
Reference/Legislative Process (9 hours)
A hands-on course where students actually bring sets of statutes to the
class with them. An informative textbook illustrates how the statutes
are organized, their history is outlined, and the abbreviation/footnote
system is covered in great detail. A quick study of the court case reference
system is given and students are taught how to find and read court cases
and judges' decisions. The class has been expanded to one and one-half
days, with the second day being devoted to a thorough discussion of how
a law is enacted in the Oklahoma legislature.

Supervisory
Skills I (12 hours)
This two day course covers the fundamentals of managing others. The course
is offered to county officers, deputies and employees, and is part of
the Roads Scholar program. It provides a unique forum for the exchange
of ideas about management in a local government setting.
